On the afternoon of August 22 in Hanoi, Minister of Industry and Trade Nguyen Hong Dien chaired a working session with Vietnam Electricity Group (EVN), Vietnam Oil and Gas Group (PVN), Coal and Mineral Industry Group Vietnam (KTV), Vietnam Petroleum Group, Northeast Corporation, on solutions to ensure national energy security and electricity supply in the last months of 2023 and 2024.
Also attending the meeting were Mr. Nguyen Sinh Nhat Tan - Deputy Minister of Industry and Trade, Mr. Ho Sy Hung - Vice Chairman of the Committee for Management of State Capital at Enterprises; leaders of departments and agencies under the Ministry of Industry and Trade.
On EVN's side, there were Mr. Dang Hoang An - Chairman of EVN's Board of Directors, Mr. Tran Dinh Nhan - General Director of EVN, Mr. Ngo Son Hai - Deputy General Director of EVN.
EVN strives to implement solutions
At the meeting, leaders of 5 groups and corporations reported on the results of operations in the first 7 months of the year, plans to ensure energy security and electricity supply in the last months of 2023 and 2024; At the same time, we propose to the Ministry of Industry and Trade and the Committee for Management of State Capital at Enterprises to remove difficulties and obstacles, as well as propose solutions to ensure national energy security and electricity supply in the coming time. .
According to Mr. Tran Dinh Nhan - General Director of EVN, in general, the supply of coal for power generation has been guaranteed, problems at thermal power plants have been gradually overcome, water to hydropower reservoirs has improved, therefore Electricity supply in the remaining months of 2023 will basically be guaranteed, meeting enough electricity for people's production, business and daily life needs.
Regarding electricity supply in 2024, the General Director of EVN said that the group has calculated the balance of electricity supply and demand in 2024 with electricity demand growing by 8.96% compared to 2023 and 2 scenarios of water flow to the provinces. hydroelectric reservoir (normal level corresponds to a frequency of 65% and extreme levels like what happened in 2023 correspond to a frequency of 90%).
To ensure electricity supply in the last months of 2023 and the whole of 2024, EVN is and will proactively focus on synchronously deploying solutions. In particular, efforts are made to ensure the availability and readiness of factories managed by the group and its member units (currently accounting for about 37% of the system's installed capacity), minimizing incidents of factories, especially coal-fired power units in the North; Organize and immediately implement solutions to overcome the decline in capacity of generating units due to environmental temperature, cooling water, and low tide factors.
EVN also works with TKV, PVN, Vietnam Gas Corporation, and Dong Bac Corporation to ensure enough fuel (coal, gas) for electricity production; Schedule high mobilization of thermal power plants from the beginning of 2024 to regulate and keep the water level of hydroelectric reservoirs at high levels (especially in the Northern region) at the end of the dry season in an optimal way according to regulations...
Also at the meeting, Mr. Dang Hoang An - Chairman of EVN's Board of Directors emphasized the importance of close coordination between EVN and corporations and corporations in electricity supply, especially for TKV and PVN. – two corporations both produce electricity and provide fuel for electricity production. Chairman of EVN's Board of Directors said that in the coming time, EVN will work, coordinate and agree with groups and corporations on fuel supply for electricity production.
Must ensure supply of coal and gas for electricity production
Concluding the meeting, Minister of Industry and Trade Nguyen Hong Dien acknowledged and appreciated the efforts of 5 corporations and corporations in seriously implementing the instructions of the Prime Minister, the Government, and the Ministry of Industry and Trade. , Committee for Management of State Capital at Enterprises...
The Minister requested that corporations and corporations need to further strengthen cooperation and sharing; proactively and actively carry out assigned political tasks.
The Minister requested that EVN, TKV, and PVN need to direct and thoroughly overcome incidents of thermal and hydroelectric plants/units within their management, ensuring that the plants promote high availability. TKV, PVN, and Dong Bac Corporation must absolutely ensure the supply of coal and gas for electricity production.
For EVN, the Minister requested to accelerate the completion of power source and grid projects, especially transmission projects to release the capacity of power sources; Urgently negotiate to mobilize transitional renewable energy projects as well as other power projects.
EVN also needs to actively advise and coordinate with functional agencies of the Ministry of Industry and Trade in building mechanisms and policies in the field of electricity; promote business restructuring; Efforts to mobilize large electricity consumers to shift production time, avoiding system peak hours; Promote communication work in general and electricity saving communication in particular...
Minister Nguyen Hong Dien also requested that functional agencies of the Ministry of Industry and Trade and the State Capital Management Committee at enterprises take main responsibility for advising on energy mechanisms and policies; Urging inspection and supervision of enterprises' implementation.
